Except in the event of emergency and for the duration of such emergency only, no officer or department of the City and no person, corporate or individual, shall open, permit to be opened, use or travel upon unopened streets, alleys or ways, or streets, alleys or ways unimproved for travel within the City, unless and until such grading, draining, paving and installation of utilities therein as Council may by ordinance or resolution declare to be necessary shall have been performed, constructed or provided for in accordance with the provisions of this chapter.
