Whoever violates any provision of this chapter is guilty of a minor misdemeanor for a first offense; for a second offense is guilty of a misdemeanor of the fourth degree; and for a third offense is guilty of a misdemeanor of the third degree. A separate offense shall be deemed committed upon each day during or on which the violation occurs or continues.
