711.01 DEFINITION.
   (a)   Any person, firm or corporation, subject to the exceptions listed in subsection (b) hereof, is defined to be a dealer in second-hand articles for purposes of this chapter if that person, firm or corporation deals in the purchase or sale of second-hand articles of whatever nature. This definition specifically includes any person, firm or corporation that deals in the purchase, sale, melting or refinement of any second-hand manufactured articles, composed wholly or in part of gold, silver, platinum or other precious metals; any person, firm or corporation that deals in the sale of used or second-hand articles taken as trade-ins on new merchandise; any person, firm or corporation that deals in the purchase or sale of pawnbrokers' tickets or other evidence of pledged articles; and any person, firm or corporation that deals in the redemption of pledged articles; and any person, firm or corporation that deals in the purchase and sale of antiques.
 
   (b)   Any person, firm or corporation that deals exclusively in the sale or purchase of one or more of the categories listed below is specifically excluded from the requirements of this chapter:
      (1)   Second-hand furniture, except for antiques;
      (2)   Second-hand major appliances; and
      (3)   Second-hand clothing, except for furs.
   (c)   For purposes of this chapter, the words and phrases described in this subsection shall have the following definitions:
      (1)   "Antique" means any object the market value of which is partially or wholly based upon antiquity, rarity, curiosity, source or authorship.
      (2)   "Second-hand major appliance" means a full size stove, refrigerator, washer, dryer or dishwasher.
      (3)   "Fur" means any garment partially or wholly made of any natural animal fur.
