(a) It shall be the duty of every person who sells or transfers ownership of any bicycle to report such sale or transfer to the office of the Chief of Police. If such person has had his bicycle registered and licensed, he shall report such sale or transfer by returning to the Division of Police the registration card issued to such person as licensed thereof, together with the name and address of the person to whom the bicycle was sold or transferred. Such report shall be made within ten days of the date of sale or transfer thereof. It shall be the duty of the purchaser or transferee of such bicycle to apply to the Division of Police for registration thereof within ten days of the date of such sale or transfer.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
