311.04 REGULATION OF BLOCK PARTIES.
   (a)   No street shall be occupied by or used for a party, festival or otherwise, whereby the use of such street by vehicles and/or pedestrians is precluded, except in accordance with a permit which may be issued by the Municipal Clerk. The Clerk shall duly inform and consult with the Director of Public Safety prior to issuance of the permit. There shall be no charge for the permit. (1964 Code Sec. 95.16)
   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
