(a) The streets and highways defined as through streets and highways in Section 313.02 are hereby designated as through streets and highways, provided that traffic control devices shall be erected at all intersections with the same.
(b) In addition, streets and parts of streets may be designated by the Director of Public Safety to be main residential streets, provided that stop signs shall be erected at all intersections with the same.
(c) The Director of Public Safety is hereby authorized and directed to designate intersections to be stop intersections and to determine the right of way at such intersections. The Director of Public Safety shall cause to be erected stop signs at every such intersection, unless otherwise directed by Council.
