The erection (including excavation), demolition, alteration or repair of any building is hereby prohibited on Sundays and between the hours of 6:00 p.m. and 7:00 a.m. on any other day; provided, however, that, in cases of necessity in the interest of public safety and convenience, the Council may, by resolution, grant a permit allowing such activities during the times herein prohibited under such conditions as the Council may deem proper.
