§ 70.04 RAILROAD COMPANIES; DUTIES.
   It shall be the duty of every railroad company whose tracks or yards cross and intersect any of the streets, alleys and public highways within the limits of the city, and of the servants and employees of such railroad company, to keep open and unobstructed the full width of any such street, alley or public highway, and any such railroad company, and the servants and employees thereof, who shall place, stand, leave or permit to be placed or remain any car, coach, engine or other obstruction upon or along any railroad track at the crossing and intersection of any such street, alley or public highway, or who shall use and occupy the same so as to impede travel thereon for more than ten minutes, shall be guilty of a misdemeanor and shall be fined the sum thereof.
