§ 153.33 INSPECTION.
   (A)   Required. The Code Enforcement Officer is hereby authorized and directed to make such inspections as are necessary to determine satisfactory compliance with this subchapter.
   (B)   Annual fee. There is hereby established an annual inspection fee of $3 for each manufactured home park space or pad, whether occupied or unoccupied, in the city. The payment of such fee shall be made by the manufactured home park owner, operator or designee to the City Secretary by January 10 of each year. Such fee shall be in advance for the year in which it is paid. The fee for any manufactured home park space or pad created during the year shall be prorated for such part of the year that remains.
   (C)   Entry on premises. The Code Enforcement Officer shall have the power to enter at reasonable times upon any private or public property for the purpose of inspecting and investigating conditions relating to the enforcement of this subchapter. It shall be the duty of the licensee or his or her agent to give the Code Enforcement Officer free access to all lots at reasonable times for the purpose of inspection.
   (D)   Inspection of register. The Code Enforcement Officer shall have the power to inspect the register containing a record of all residents of the manufactured home or travel trailer park.
   (E)   Duty of occupants. It shall be the duty of every occupant of a manufactured home or travel trailer park to give the licensee, his or her agent or authorized employee access to any part of such park at reasonable times for the purpose of making such repairs or alterations as are necessary to effect compliance with this section.
