It shall be unlawful after 12:00 midnight on week days or 1:00 a.m. on Sunday mornings for any person to loiter on or along any street, sidewalk, alley, public building, park or other public or private property, in such a manner as to be reasonably likely to disturb, annoy or frighten persons thereby, or upon any public school grounds without the permission of the school authorities.
