(A) An alarm user shall be subject to warning and assessments depending on the number of false alarm dispatches emitted from the alarm system to the Fire Department within a 12-month period based upon the following schedule.

(C) Alarm dispatch requests caused by actual criminal offense or with evidence of a criminal attempt or fire shall not constitute a false alarm dispatch. Alarm dispatch requests caused by a power outage or other line interruptions or weather related interruptions which are not within the control of the alarm user or alarm business shall not be counted as a false alarm dispatch.
