(A) This chapter, which regulates signs, shall apply to all real property located in the corporate city limits of Mattoon, Illinois.
(B) The provisions of this chapter, in its entirety, shall have retroactive application to all sign permit applications now pending before the city. Further, §§ 160.10 through 160.13, and § 160.99, shall have retroactive application to all existing signs; and, shall have prospective application as to all sign applications for all sign permits submitted to the city at any time after publication, hereof.
