Every subdivision plat shall be prepared in conformance with:
(A) The Statutes of the State of Illinois;
(B) The City of Mattoon's Subdivision Regulations;
(C) All applicable codes and ordinances as adopted by the City of Mattoon;
(D) All applicable federal codes and regulations; and
(E) Modern and best available planning and design practices.
