An application shall be filed with the City Clerk for a permit to erect and construct and maintain such oil or gas storage tanks or pumps to be used in the operation of such oil or gas wells, which application shall describe in detail the size and capacity of such proposed storage tanks, their location, and the location of any pumping unit to be installed.
