No flares shall be erected or permitted to burn within a distance of 150 feet of any house, garage, store building, warehouse or other building except upon written permission from the Chief of the Fire Department. All such flares shall extend at least 20 feet above the ground and shall be fitted with an approved drain. The flares shall be drained at least once a week and the contents burned.
