§ 154.38 SLUSH PITS.
   In all cases where an oil or gas well is being drilled within the residential or platted area of the city, the drilling operator or contractor shall use a portable slush pit and all slush and waste shall be deposited therein and from time to time removed therefrom to some point beyond the corporate limits of the city or disposed of in some manner or place acceptable to the city and under the supervision of the Superintendent of Streets where the same will not be offensive or injurious to the inhabitants of the city. Where it is made to appear that there is no reasonable cause for such necessity, such requirement may be waived. Such waiver shall only be had upon written petition to the Council setting forth the reasons for such waiver and shall be accompanied by the written consent of all property owners and residents within such drilling block.
