§ 154.24 PERMIT REQUIRED FOR LAYING AND INSTALLATION OF PIPELINES AND EXCAVATIONS.
   (A)   It shall be unlawful for any person, either principal or agent, to make any excavation in any part of the streets, alleys, highways, parking, sidewalk areas or other public property for the purpose of laying and installing, or to lay, install or maintain any pipe line, pumping rod, without a permit from the City Council so to do.
   (B)   (1)   Application for such permit shall show the location thereof, with particular reference to the location of all structures, pipelines, sewers of the city, or pipe lines, telephone and electrical lines operated by any public utility company within the city, and with reference to sidewalks and other street and public improvements.
      (2)   Each applicant for a permit shall pay a fee for such permit based upon the number of rods in length of any pipe line or pipe lines which shall occupy the streets, alleys, highways, parking, sidewalk areas or other public property at the rate of $.35 per lineal rod, and the additional sum of 15 cents per rod for each year such pipe line is continued and maintained under such streets, alleys or other public property and improvement of the city.
