When any drilling permit expires by failure to renew the bond therefor or if the well fails or ceases to produce, the holder of such permit shall remove all structures and restore the surface of the premises to a normal condition within 30 days after the expiration of the permit or date of nonproduction of the well. Upon the completion of such restoration, the drilling operator or contractor shall notify the City Clerk in writing of the completion of such restoration which shall be reported by the Clerk to the Council.
