§ 154.03 HARDSHIP EXCEPTIONS; HEARING.
   The declared purpose of this chapter is to regulate and safeguard the city and its property and all persons and their property and to protect human life against the hazards incurred in the development of the natural resources lying within the corporate limits of the city. To this end the Council may where unusual and unreasonable hardship would be worked upon the public or any property owner or other person affected by this chapter grant a hearing upon petition to such aggrieved parties and if after hearing it is deemed reasonable and equitable, grant such relief as will be reasonable and equitable and not inconsistent with the primary provisions of this chapter. Such petition shall fully set forth the alleged grievances and a hearing shall be had in the same manner as provided in §§ 154.17 through 154.21.
