It shall be unlawful for persons to loiter or congregate upon the stairway, streets, sidewalks, or alleys in the vicinity of any church, school, theater, hotel, railroad depot, store, factory, or other public place, to the annoyance, disturbance, or obstruction of any person. Two or more persons who shall be so loitering shall disperse when requested to do so by any member of the police force or any person annoyed thereby.
