No person shall have in his possession any nippers of the description known as burglar's nippers, or any picklock, skeleton key, key to be used with a bit or bits, jimmy or other burglar's tools or instrument of whatever kind or description, unless it be shown that such possession is innocent or for a lawful purpose.
