All taxicabs shall be kept clean, sanitary and mechanically safe at all times. The Mayor may cause such taxicabs to be inspected from time to time, and if found in an unsanitary or unsafe condition he may order such taxicabs withdrawn from service until placed in a fit and serviceable condition, and upon failure to comply with such order the license for such taxicab may be repealed and no portion of the license fee shall be refunded.
