Before any license for a taxicab shall be issued, the owner shall file with the Secretary of State an insurance policy issued by an insurance company licensed to do business in the state, providing insurance coverage for each taxicab owned, operated and leased by applicant in conformity with the Illinois Financial Responsibility Law.
