It shall be unlawful for any person to scatter, distribute or leave in any public place or upon any premises owned or occupied by any persons within the city, any bottle, box, package or sample of any medicine, or any drug, nostrum, ointment or appliance of any kind intended or professing to care or treat disease, or any substance which may be dangerous to life, or injurious to health, if eaten or used by children.
