The applicant shall pay the sum of $12 per year for each original license and any renewal thereof for each mechanical musical device, except in the case of an original application where the application is made and the machine installed on or after July 1, in which case the license fee for the remainder of the year shall be $6. Any license issued shall be posted in a conspicuous place upon each machine so licensed. A license shall be valid only for the place of business and for the machine described in the license and shall not be transferable or assignable.
