(A) No person shall, for gain, operate or maintain any circus, public dance, concert or entertainment of any kind without a license from the city therefor. No license is required for exhibitions or entertainments given by or for a chartered lodge, patriotic association, society or church, or for a wholly charitable purpose.
(1) The following fees shall be paid for a license issued under this section:
(a) Circus $25 per day.
(b) Carnival $250 per day.
(2) The owner or manager of any public building or business wherein musical entertainment is provided to patrons, other than coin-operated musical devices, shall procure a license for $50 per year, which fee shall entitle the management to provide musical entertainment in the building or business during the license period.
