§ 100.09 LOCKING DEVICE ON VENDING MACHINES.
   (A)   It shall be unlawful for any person or business to offer tobacco products or electronic cigarette or any alternative nicotine products for sale through a vending machine unless such vending machine is equipped with a locking device, the locking device being and existing for the purpose of incapacitating the vending machine so as to prevent the sale of tobacco products or electronic cigarette or any alternative nicotine products to individuals under the age of 21 years of age.
   (B)   The following business, or entities, shall be exempt from requiring locking devices on vending machines:
      (1)   Any business or entity that prohibits the entry of individuals under the age of 21 years upon the premises; and
      (2)   Any businesses or entities that are not open to the general public and do not allow individuals under the age of 21 years in the vicinity of the vending machines.
