§ 99.72 DEFINITIONS.
   For the purpose of this subchapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   OTHER PLANTS. All other vegetation not meeting the definition of a tree, except for lawn, grass, and flowers of less than 24 inches in height.
   PUBLIC PROPERTY. All property within the corporate limits of the city which is owned by the city, or is dedicated to the public for present or future use.
   TOP CUT. The cutting of the vertical stem (leader) and upper primary limbs on mature trees to stubs at a uniform height. TOP CUTTING is also referred to as heading, stubbing, or dehoming.
   TREE. A woody plant having one main trunk and having a diameter at breast height (DBH) of two inches or more.
   TREE CONTRACTOR. An individual or company annually certified by the city to do tree maintenance on trees on public property within the city limits.
