(A) Purpose. It is the purpose of this subchapter to promote and protect the public health, safety, and general welfare by providing for a Tree Commission.
(B) Intent. It is the intent of the City Council that the terms of this subchapter shall be construed so as to promote:
(1) The planting, maintenance, restoration, and survival of desirable trees and other plants on public property within the city; and
(2) To protect the public health, safety and general welfare which may be effected by improper planting, maintenance, or removal of trees or other plants located on public property within the city.
