§ 99.18 RUBBISH ON STREETS.
   No person shall throw any paper, straw, bottles, glass, tin cans, ashes, cinders, manure, dirt, filth, leaves or other yard waste or vegetable matter, or any dead animal, fowl or fish or part thereof, or any litter of any kind into any street, alley, sidewalk, or open space of ground; or shall cause any vehicle to be so loaded with any matter or substance, that in hauling any part of such load shall be scattered or dropped into any street, alley, sidewalk or open space; or shall haul any refuse matter through the streets or alleys unless the same is securely covered with a tarpaulin or other suitable covering so attached as to prevent scattering such matter on the street, and to prevent offensive odor from escaping therefrom or offensive sight thereof.
