§ 99.10 DEAD WIRES AND POLES DECLARED A NUISANCE.
   All poles not used and all wires strung in any street or alley which are no longer in use are declared to be a nuisance. Likewise, all guide wires or braces obstructing any sidewalk, and all persons having any such poles or wires or suffering or permitting the same to be or remain in any street or alley shall remove them.
