Nothing herein shall apply to or be construed to prevent or penalize anything done or caused to be done by the city in constructing, operating, improving, repairing, maintaining, patrolling, policing, protecting or caring for the reservoirs, the aquatic life, therein, the shores thereof, the birds and natural life thereon, or any part of the waterworks system of the city.
