§ 98.093 SPEED REGULATIONS.
   It shall be unlawful for any person to drive any vehicle upon any roadway at a speed, which is greater than is reasonable and proper with regard to traffic conditions and the use of the highway, or endangers the safety of any person or property. The city may from time to time designate the maximum rate of speed on all roadways based on the location, nature and amount of traffic on the same and shall erect suitable signs indicating such maximum rates of speed. If the rate of speed of any vehicle operating on any roadway shall exceed the rate of speed designated for such location, such rate of speed shall be prima facie evidence that the person operating such vehicle was running at a rate of speed greater than is reasonable and proper, having regard for the traffic and use of the roadway.
