The privilege of fishing in the reservoirs or any part thereof may be suspended by the City Council at any time, whenever such suspension shall be deemed proper to conserve aquatic life or to prevent any tendency to pollute any waters of the reservoirs or to promote the improvement or convenient maintenance or control of any part thereof The posting of any authorized sign in any part shall suspend the privilege of fishing at such location.
