(A) The business of renting boats for hire or carrying passengers for hire on the reservoirs is prohibited except as may be authorized by special license granted by the city. The provisions of this chapter shall apply to all boats and craft permitted by such license.
(B) Any boats or craft failing to have approved life preservers in place as when registered or otherwise failing to pass inspection shall be made to comply with this chapter before further operation.
(C) No individual operator or employee or any person operating any boat carrying passengers for hire shall be permitted to operate such boat unless he or she is physically fit for such duty, has adequate knowledge of the boat mechanism, is familiar with this chapter, rules and regulations for the operation of boats on the reservoirs and with commonly approved safety regulations and measures to be used in case of accident or emergency, including instruction of passengers in the use of safety equipment and their conduct in case of emergency.
