It shall be unlawful for any person to make, aid or countenance or assist in making any improper noise, racket, disturbance, breach of the peace or anything tending to a breach of the peace within one mile of the reservoirs or be guilty of any disorderly or offensive conduct or to collect or assemble any body or group of persons for any unlawful purpose or for the annoyance or disturbance of any person or the damage or destruction of property.
