It shall be unlawful for any beggar, peddler, hawker, tramp, mendicant, common drunkard, pickpocket, criminal, dissolute person or person who wanders about and begs or goes about from door to door or person who habitually violates this chapter or any of the provisions hereof, or any amendments hereto or any rules or regulations made pursuant hereto to enter or be in or upon any part of the city's property or within 200 feet of the shoreline.
