It shall be unlawful for any person to commit in public any indecent, lewd or filthy act or use any threatening or obscene language or make any indecent gesture or movement or make any indecent exposure of his or her person, solicit, pander or sell or offer to sell, give away or offer to give away or have in his or her possession or display or exhibit in public with or without any attempt to sell or give away any obscene or indecent book, pamphlet, paper, drawing, lithograph, engraving, picture, photograph, model, cast, instrument or any other article for indecent or immoral use upon city property.
