It shall be unlawful for any person to fire or discharge any firearm of any description within the limits of the reservoirs without first procuring a license or permit from the Parks and Recreation Director to use firearms, traps or other means to destroy any predatory or otherwise undesirable animal, bird or aquatic life. The Parks and Recreation Director shall manage all duck blinds.
