(A) It shall be unlawful for any person to picnic or camp on city owned property except in designated areas.
(B) It shall be unlawful to picnic or camp upon leased land, unless approval of the lessee is secured and the picnicking or camping is done in a sanitary manner and does not tend to create a public or private nuisance.
(C) It shall be unlawful for any person picnicking, camping or making other use of the reservoirs area within one mile of the shore line to fail to keep the premises neat and clean; to fail to pick up and remove all paper, garbage, rubbish and debris in a sanitary manner; or to fail to put out any fire before leaving the premises.
