The City Council, after consulting with the Public Works Director, the Park and Recreation Director and Public Works Advisory Board, may from time to time establish rules and regulations as may be deemed advisable or necessary to make, in giving full force and effect to the carrying out of the provisions of this chapter, and may amend and repeal any such rules and regulations at any time.
