The Public Works Director and the Parks and Recreation Director are charged with the administration of the provisions of this chapter. The Public Works Director and the Parks and Recreation Director are empowered to appoint persons, who work under their direct supervision to assist in the exercise of powers and performance of duties herein provided. The City Council may from time to time establish rules and regulations for implementing the provisions of this chapter in consultation with management staff of the municipality and the Public Works Advisory Board. Rules and regulations may be amended or repealed by the City Council as deemed necessary at its sole discretion.
