§ 98.002 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CITY. City of Mattoon, Coles County, Illinois, a Municipal Corporation.
   CLUB. A not for profit organization created solely for the promotion of some common object or goal which has an interest in real estate proximate to Lake Mattoon or Lake Paradise.
   CRAFT. Any boat, water vehicle or any device or raft not permanently attached to the shore.
   CUSTODIAN. Any person having a lease from the city for use of any marginal land for residential or business uses.
   DISTANCE. The shortest measurement between two points.
   DRAINAGE AREA. The entire area of land and water that drains into the reservoirs or into the Little Wabash River or any tributary or other stream above the public water supply.
   HIGH WATER LINE. The contour known as 635 feet above sea level, referred to the United States Government elevations, as obtained from the benchmark established in the city.
   INTAKE. The place where the water supply for the city is taken from the reservoirs.
   LAKE MATTOON. All that portion of a reservoir that is owned by the City of Mattoon, located in Paradise Township in Section Nineteen (19) in the Southwest (SW) and Southeast (SE) Quarter (1/4) sections in the County of Coles, State of Illinois; in Neoga Township in Section Twenty-nine (29) in the Northeast (NE), Northwest (NW), Southwest (SW) and Southeast (SE) Quarter (1/4) sections, Section Thirty (30) in the Northeast (NE), Northwest (NW), Southwest (SW) and Southeast (SE) Quarter (1/4) sections, in Section Thirty-one (31) in the Northeast (NE), Northwest (NW) and Southwest (SW) Quarter (1/4) sections and in Section Thirty-two (32) in the Northwest (NW) and Northeast (NE) Quarter (1/4) sections in the County of Cumberland, State of Illinois; in Ash Grove Township in Section Thirty-six (36) in the Northeast (NE), Northwest (NW), Southwest (SW) and Southeast (SE) Quarter (1/4) sections in the County of Shelby, State of Illinois; and in Big Spring Township in Section One (1) in the Northeast (NE), Northwest (NW), Southwest (SW) and Southeast (SE) Quarter (1/4) sections), all in the County of Shelby, State of Illinois.    LAKE PARADISE. All that portion of a reservoir that is owned by the City of Mattoon, located in the Southwest Quarter (SW 1/4) of Section Four (4), the Northwest Quarter (NW 1/4) of Section Nine (9) and the Northeast Quarter (NE 1/4) of Section Eight (8) all in Township Eleven (11) North, Range Seven (7) East of the Third Principal Meridian in the County of Coles, State of Illinois.
   MARGINAL LAND. The land owned or controlled by the city adjacent to the shoreline and not flooded by the waters of the reservoirs.
   RESERVOIRS. The artificial lakes and water impounded therein by means of the public water supply dams constructed across the valley of the Little Wabash River in Section One (1), Township Ten (10) North, Range Six (6) East of the Third Principal Meridian in Shelby County, Illinois, and by any other structure heretofore or hereafter constructed within the limits of the hereinafter defined drainage area, which are used or for use as a public water supply for the city.
   SHORELINE. The extended point where the plane of the surface of the waters of the reservoirs touches the land.
   WATERCOURSE. Any stream, natural or artificial channel, spring or depression of any kind, in which water flows continuously or intermittently over any part of the drainage area, directly or indirectly, into any part of the reservoirs.
