The Board shall make and adopt such rules and regulations for their guidance and for the government of the library and reading room as may be expedient and not inconsistent with the laws of the state. The Board shall have exclusive control of the expenditure of all moneys collected to the credit of the Library Fund. It shall have power to appoint a suitable librarian, assistants and janitor, and fix their compensation. The Board shall exercise all powers given it by statute and in the manner prescribed thereby.
