§ 96.20 BOARD OF DIRECTORS; APPOINTMENT; TERM OF OFFICE.
   There is hereby created a Library Board consisting of a board of nine directors, who are citizens of the city, who shall have charge of the public library and reading room. They shall be appointed by the Mayor with the approval of the Council. The term of office shall be three years and until successors are respectively appointed. Said Board shall be divided into three equal classes, of which the term of one class shall expire annually on July 1, and the Mayor shall annually appoint three members to fill the vacancy of the expiring class. Vacancy shall be filled by appointment with consent of the Council. Not more than one member of the Board shall be a member of the Council. No Director shall receive compensation as such.
