§ 96.01 USE OF LIBRARY; RULES TO BE ENFORCED.
   The public library and reading room shall be free to the use of the inhabitants of the city subject to the reasonable rules and regulations adopted by the Board. Any person willfully violating such rules may be excluded from the use of the library and reading room.
