Any person wishing to purchase a lot in Dodge Grove Cemetery shall make application to the City Council, and upon producing his or her paid receipt for the price of said lot, shall be entitled to a conveyance, executed by the Mayor and attested by the City Clerk under the corporate seal, conveying to such person exclusive use of such lot subject to the control of the Council, of which conveyance the Clerk shall keep a record. No burial shall be permitted until after the purchase price of the lot has been fully paid. The price to be paid for lots in the cemetery shall be the price designated in the plot of the cemetery.
