(A) No burial or interment of any person shall take place in and from the city, nor in any cemetery within the corporate limits of the city or within the control of the city, nor shall the dead body of any person be removed from the city, without a permit for such burial or removal from the City Health Officer and City Clerk. Such permit shall be turned over to the Superintendent of the cemetery by the person procuring it.
(B) A burial permit shall be issued only after the death certificate is filed with the City Clerk.
