(A) The owner or keeper of a dog within the city shall apply for and obtain a license for such dog, from such governmental authority as issues such licenses.

(B) The license tag to be issued to the owner or keeper of a dog shall be securely attached to the dog, and any dog found within the city not wearing such license tag shall be impounded and disposed of as hereinafter provided.
