All contracts, bonds of every description, obligations, city warrants, licenses, permits, franchises and every document required by the action of the Council, or requiring the signature of any city officer to make it valid, shall be signed by the Mayor (except as otherwise especially provided) and countersigned by the City Clerk, who shall also affix the seal of the city thereto.
